Summary, etc This research represnt working of democracy is a concern everywhere in the Globe. For the last two-three decades, we have witness the transition of government in the name of democracy whether in the form of violent or non-violent. Over the Centuries, many people were trying to reconstruct and deconstruct the workings of government depending upon the time, place and prevailing circumstances. The basic characteristic of every democratic system is equality, freedom and economic justice for all. These were the very much foundation of each and every concept, terminology related with democracy. Although being the largest and Global torchbearer of democracy, India's encounters severe threat in the working of political process. Economic development and national integration are the two faces of a coin and it is said that there is no democracy without economic justice. Here the concept 'equality before the eyes of law' is not applicable without this and it is basic need for survival. Millions of Indian is driven out from present democratic system particularly in the north east region. In the process of globalization, emphasis was given to neo-liberal economic policy which generates anti-centric feelings amongst the masses who does not get their share in the ownership of resources. The complicated issues of ethnic identity, secession movements etc. have pour oil to the infernos.In the true spirit of democracy all are inclusive. Though, we have democracy in our n but might have not democratic politics. Democratic politics is the process where system b equality, freedom and economic justice were given by the ruling elites, above that they must rule based on the people reflection and choices. But most of the institution provided by the constitution worked against the people aspiration and maximum numbers of people were deprived i.e the problem of social exclusion. Therefore, good governance becomes utmost importance. In every democratic set up every dissent views should be taken. That is why opposition exists in a house. If it may not be taken, the question of the importance of debate arises in a house. In the early days, if the dissent views of the people might hear, the political violence that appeared in the India's north east region could not be happen.This report finds<br/>North east region is a late comer in mainstream politics and still the process of nation building becomes an unfinished agenda. During the last three years, the victims of 150 crimes in the capital city Delhi is from north east turning the issues towards 'racial discrimination. Here arises the importance of the working of democratic institution with social inclusion which is the main ingredients of representative democracy. The region is described as 'another India, the most diverse part of a most diverse country, very different, relatively little known and certainly not too well to understood. The most of the states have share a commonalities ranging from communication bottlenecks to drug trafficking. illegal infiltration, insurgency, sense of alienation and many other issues. More than 220 ethnic groups had inhabited in these isolated areas. When British came to this region, they have in their own way and reasons tried to preserve the separate identity of these tribes by creating a system of inner line' restriction according to which the outsiders could gain access to these areas with only with special permission. On the other hand, migration of organized community like Bengalis, Nepalis etc. is a terrible story. The region became a distinct mainly because of the geographical barriers and inhospitable climate and has rendered a remote and isolated region. Still the normal laws of the country and the normal administrative patterns did not apply to the tribal areas beyond the inner lines.This report Therefore this report tries to highlight some of the trajectories where the biggest democracy of the Globe is facing the complexities with the changing time and circumstances. It becomes a concern for national security whether it may internal or external. Various accords, agreements and many other were made between the warring groups of the region. And development initiatives were taken up without creating a peaceful atmosphere. Owing to the geo-strategic location and poor governance, political violence becomes a common phenomenon in the region. The prolonged disengaged with neighbouring Myanmar which now becomes a launching pad for the outbreak of insurgencies in Assam, Manipur, Nagaland and Arunachal Pradesh is indeed a dilemma for security concern. Due to the paucity of time, the present discourse did not touch the various objectives of the hypothetical questions about the Manipur imbroglio but gav some recommendations and suggestion to overcome the whole dynamics which ma helpful to the planners, policy makers and young researchers.
