Citizen Adoption of E- Governance : A Review and Assessment Department of Rural Development-Andhra Pradesh / Dr. N.chandrasekhara Reddy

Around 63.50 per cent of sample respondents are aware of watershed development programme. Aam Admi Bhima Yojana (AABY) is known to 60 per cent of sample respondents. Nearly 47.25 per cent of sample respondents are aware of Employment Guarantee and Marketing Machine (EGMM) programme implementing by the ministry of rural development. Indira Prabha programme is known to 30.25 per cent of sample respondents.It is evident from the study that nearly 63 per cent of beneficiary respondents come to know about rural development programmes through Panchayat Raj Institution (PRI) representatives. The second place is given to television as 50.25 per cent came to know about rural development programmes by it. As per the study a preponderant majority ie, 72.25 per cent of sample respondents never used internet. Among the users nearly 21.50 per cent of the sample were using internet for less than 1 year. The instrument that is widely used for browsing internet by the sample respondents is mobile phone. It is used by 69.37 per cent of sample respondents. The second place is occupied by desk top as it is used by 21.62 per cent of sample respondents. Tab is used for browsing Internet by 6.31 per cent of sample respondents. Around 2.70 per cent using lap top for browsing internet. The study indicates that the average use of internet by 44.14 per cent of sample respondents is 1 to 5 times in a week. Around 26.13 per cent of respondents were browsing internet 1 to 5 times in a month. Nearly 22.52 per cent of respondents declared that they browse internet 1 to 5 times per day. About 7.21 per cent of respondents were browsing internet more than 5 times in a day. The study shows that 45.95 per cent of sample respondents browsing internet 5 to 10 hours in a week. Around 18.92 per cent of sample respondents were browsing internet 1 to 5 hours in a week. The time spent by 14.41 per cent of sample respondents for browsing internet is 10 to 15 hours in a week. Nearly 11.71 per cent of respondents were browsing internet 15 to 20 hours. Nearly 7.21 per cent of respondents are browsing internet 20 to 40 hours in a week. It can be found from the study that the awareness levels of sample respondents are very poor with regard to websites of Rural Development Ministry and various programmed of that Ministry websites. Only 31 per cent of respondents are aware of Rural Development Ministry website of Government of Andhra Pradesh. It is reduced in case of websites of programmes sponsoring by the Ministry. As per the study the knowledge of respondents on the aspects of e governance is poor. As per the study a preponderant majority i.e. 71.75 per cent of sample respondents declared that there is a reluctance of government servants the implementation of e governance in projects. The study reveals that over 50 per cent of respondents were not satisfied with the current openness of government data). Only 5 per cent of those surveyed said they were fully satisfied with the government's current data openness. According to the study the relationship between opening up more government data than is currently available and service delivery is that, the link between spending and performance would become clearer - it would be easier to establish the performing and non-performing regions or administrative units The study shows that majority of the respondents i.e. 85.50 per cent of sample respondents accepted that the e governance will bring different actors of the state together to fight against corruption. In any democratic country, citizens expect speedy and transparent delivery mechanism of public services. In this direction, E-Governance comes as an excellent tool for government to respond to the increasing demand from citizens and to accelerate the pace of development. The Information revolution has changed the world like never before. E-Governance has been acknowledged as a weapon for promoting efficiency and effectiveness in government and it can play an vital role in public service delivery. E Governance has also been defined as the "one stop nonstop operation public services. Many developing countries are now realizing the importance of for e-Governance in order to provide customer-focused, cost effective, and easy to use services for citizens and businesses and to improve the internal workings of government.
