The study report has also gone into the history of planning process, planning and development strategy adopted so far, faulty implementation of development programmes and the actual status of poverty. However, during several plan periods much stress has been laid on resource exploitation rather than on conservation in the area. This irrational utilization of natural resources causes various environmental problems. The basic problem with development plans for Uttarakhand is not the lack of general awareness about the problems of hill areas and sincerity on the part of the central and state planners, but the absence of an integrated and region-specific approach to thinking about, planning for and implementing these development programmes (Singh et al, 2010).
The main concern of the researcher here is also to find how much of the knowledge and awareness generated on the state of the Himalayan environment and its conservation for the last two decades or so is reflected at the block level, the primary unit of development planning.
