But these institutions have not been able to bring the expected impact in the areas of concern. This study is an effort to find out the reasons what went wrong in the functioning of Panchayati Raj Institutions that it couldn't achieve its targets/objective for which these were established. To achieve the objective of this study, a primary survey was conducted using structured questionnaires prepared separately for the beneficiaries and the members of Panchayati Raj Institutions. Since the study was restricted to the State of Haryana, the survey was carried out in the selected districts of Haryana. Using multi-stage sampling method, a total of 48 villages from 9 districts were covered and care was taken to include all parts of the state based on socio-economic conditions of the districts.
